I can't even start it. The moment I start GnuCash, it immediately gives me that 
error message.
In case you don't use Windows, that is standard behaviour. The moment a library 
is loaded into
memory (unless it is delay loaded or dynamically loaded in the exe), Windows 
immediately
remaps the addresses of the library into the exe process's memory space. That 
is when it
detects an exported function is missing.
After that error message box, another missing function is also named in another 
library,
but I did not record that one. Generally, the first error is all that is needed 
because any
subsequent errors means the state is already wrong.
If you want, I can reinstall v5.13 to see what other library is also missing 
what exported
function.

The only thing in the sources we build on Windows that uses clock_gettime is 
Guile and it provides its own implementation. The MSYS 2 project strips their 
binaries so I can’t go looking to see where that might be coming from so we’ll 
have to try to isolate it some other way.

Since it’s crashed there’s a lock file on your data and GnuCash will pop the 
lock file dialog before loading. Does it crash before that happens? If not, and 
you tell it to make a new file instead does it crash? If that works try finding 
your gcm file in GNC_DATA_DIR/books (check out 
https://wiki.gnucash.org/wiki/Configuration_Locations#GNC_DATA_HOME) and 
renaming it so that GnuCash doesn’t try to reload the tabs you had open. Does 
that crash after you tell GnuCash to Open Anyway?
