I don't have a solution, but I started a thread on this a few days ago
titled "DLL Error - Windows," so you can check that out if you haven't
seen it yet. Seems a lot of people are having this issue. I ended up
reinstalling Windows, and then the problem went away for me. Not
really a solution most people would be willing to undertake.
