The preference setting does indeed let you specify a folder, that's the point. It doesn't have to be root of any drive. It can be anywhere in the tree.

But now I see you want, on a particular transaction, to specify a location rather than a single file. Though I'm not sure I grasp the utility since you can specify a path in preferences. Individual transactions get a specific file you can view, without having to hunt for it.

So this question was pertaining to the other one -- using 'Linked Location' -- 
rather than 'Linked File' where (I hope!) that setting is a NOP. I wasn't sure 
if 'Linked Location' would accept any other scheme other than 'http(s)://' but 
looks like it permits 'file:///' scheme as well, thus makes it fair to link 
anything rather than limited to just a single file.
