Fred, One can blow a physical bug away, and the document will be free from that bug, hence available for reference. However with digital documents, a 'bug' there will prevent everybody from accessing it. It is not about control but about incompetence. Besides bugs, I have found parasites at the Archives where they demanded bribes to see documents. Glad that parasite is there no more, good riddance.
