It may be bigger in area. But one key difference may be the employment
figures. At Dabolim there may be about 6000 Navy personnel involved. Whereas
in the case of the Goa SEZs the figure being bandied about every time is 8
or 9 lakhs! Is the latter an exaggeration for effect? One needs to look into
it. How would minuscule SEZs support employee rolls which run into the
thousands. Who is bluffing, the backers or their opponents?
