Maybe someone from google can suggest how to report it, but I wouldn't hold your breath on a resolution - the ability to replicate and diagnose might be too hard on their end.
I would also make sure you've eliminated any possibility of it being a config issue on your end. But I kind of agree with the above - if it's critical probably just do something basic on GCE or GKE.
