Thanks for this clarification. It hasn't always been this way with Google
Code though, has it? Didn't you guys used to prevent download deletion?

I will. It does seem like a potentially very confusing/powerful feature.
Perhaps a nice setting on the admin page would be to prevent project members
from uploading something with a name that has been used before (whether
subsequently deleted or not).
