You're looking at the right project.
But all the commits were made during a 20-day period FIVE years ago
and nothing since then. That is not a real project.
Even if it were a stable project not undergoing development
(I have some of those), there would be stuff (archives,
installers, documentation, readme, release notes) to download
but there isn't anything on the download page.

Google is concealing his/her email address (it starts with "suhei"...) and
then you say that it is my fault for not contacting the owner!!!
If you will give me this person's full address, I will try to contact;
if you can't, please make the contact yourself.

Why not? The person I contacted is a leading member of the group
that is the actual of the real content
(as specified in the project description) and he disowned it.
You are ignoring the fact that the real content of
the real project is on SourceForge and on a real university website,
not on GPH.

but I feel that you're not applying your own rules fairly.

This looks like a project with some real code, so I'm not willing to
give you ownership of the project without you making a good faith
effort to contact the project owners. That's our policy. I'm not sure
what we'd do in this case if the owner isn't reachable, since there's
real content here.

No, because there's actual content. It might be abandoned, but that
doesn't mean we should delete their content.
