No, IINM it's not Picasa - it's your log-in to G-mail that is failing.
Check your username and password for G-mail.

I think Picasa is simply responding to the failure of the log-in. The
error that I saw in the video was "Authentication Error" and to get that
it must have contacted G-mail and been refused access.
I like the video screen grab - would also like to know more about it!
