I had the same issue!  I got on here to find a solution, but to no
avail.
Thank God for fedoraforum.org!

The solution is fairly easy if you have wine installed.

$ sudo cp /usr/lib/wine/wininet.dll.so /opt/google/picasa/3.0/wine/lib/
wine/

If you don't have wine installed, take a look at the thread.  Someone
there has uploaded the .dll file.
No idea why it works, but it did for me.
