Hi, I'm trying to understand the Google Maps TOS. I have a simple question that's probably been brought up several times-- so bear with me. I'm not lawyer.
I don't understand what Google means by "commercial", and when the 25,000 users/month limit kicks in. If I create an advertising supported website that is open to the public and doesn't charge users, is there any limit to the number of users I can have? A $10K license wouldn't work for me.
