There's no limit on the number of users so far as I know, can you link into
the TOS or copy the exact text so I can google for it (is this by client
IP?). From the last time I was looking through the TOS (it's changed since)
I believe there were only limitations imposed on the number of geocoding
requests made. If you already have your lat/lngs in a DB or can pre-compute
them rather than basing them on user input (as in you don't let the user
just put in an address and decode but rather you're working with a static
list of locations) then I don't think your likely to hit this limitation.
Depending on the concurrency of usage among your users you could run into
DOS responses from google maps service as well if the requests are happening
too quickly for these geocoding requests but I don't think the same holds
true for tiles (so far I've never seen that issue arise though I have
seen/experienced the DOS response when making a ton of geocoding requests in
a loop). Generally speaking it seems like the maps team is pretty lenient
in their reading of their own TOS, I've seen quite a bit of code out in the
wild and on the forums here that I would consider questionable in terms of
the TOS but have never really seen anyone enforcing it or telling someone
else they need to abide by xyz aside from having the site in a "public
space" and not doing anything that seems like tile scraping. As it sounds
like this is a commercial product I understand the concern and would try to
call someone at google to see if they can supply an answer without having a
premiere account what your limitations would be (maybe ask for a premiere
sales person and they should have the info).
If you find out more details and it turns out there is some limitation based
on "users" please post back as I'd like to be aware of this for future
clients. On these forums I know Pamela Fox and Thor Mitchell tend to
"moderate" from the google side so perhaps they'll chime in on here.
