I'm also not a lawyer to be clear (I'm a computer science guy, Flex 
developer currently).  But reading the document over a couple of times it 
appears you just have to pay close attention to the words used, these 
limitations are only for the "Static Maps API" and the "Google Maps API Web 
Services" which are essentially the Geocoding services that do look-ups on 
addresses or reverse lookups on lat/lngs to give addresses, among other 
services but it appears to me there is no limit to the number of users who 
can view maps on your site.

The key here is you can't use the static maps to be in the "unlimited" world 
or the google web services, you can get tiles from them and place markers on 
the map assuming you have the lat/lng but if you need to lookup addresses 
this is where the services come into play (or you plan to use the static 
maps to get an "image" of the map rather than having the actual control in 
your application).  The possibility of running into these limits only exists 
if you depend on those services though, if you can do the lookups of lat/lng 
in advance then you can avoid the limits completely.

It also seems the pay as you go plan is made for situations such as yours 
where you might run into the limit wall and don't have the money for a full 
premiere license.  The other thing is if you're getting 25,000 hits per day 
on your site it's likely you can find some way to get some revenue off of 
that to offset the cost of the maps (although I understand this would eat at 
potential profit).
