Under the Mercator projection, UL_LAT=UR_LAT, UL_LON=LL_LON, 
LL_LAT=LR_LAT and LR_LON=UR_LON, so (as long as your rectangle doesn't 
cross longitude 180) you can just select ... where LON>=UL_LON and 
LON<=UR_LON and PT_LAT>=LL_LAT and PT_LAT<=UL_LAT.
