I realized this after I posted, which is why I added a second post
saying "in most cases". ;-)
The case you mention, in which the point is outside the polygon and
inside the MBR, is the case in which I meant that you get 2, and you
need to sort them in your script. This is often the case with non-
overlapping, contiguous polygons, like counties.

However, there is a worse case: Imagine several polygons consisting of
"diagonal stripes",

  /////
 /////
/////

then the point can be inside several MBRs, but this is unusual with
couties, states, etc.
