First select a state in order to build county polys. Click "Break" to
toggle the common boundaries between the counties.

Encoded polys may help a little but 3110 polys displayed
simultaneously is too many. You will have to build a custom tile
layer and/or use a public domain OGC overlay provided by the USGS. It
has several.
