The U S Census Department provides FREE public domain cartographic
boundary files.

The USGS provides FREE OGC overlays which can be combined with
Google's static maps.

Click the map to center it.
The same could be done with Google's dynamic maps. I cannot imagine
paying something the government provides for free.
