i've continued to work on this problem and modified my local machine's code to use GLatLng points to create the lines instead of encoding them. while i see fewer lines disappearing, i still lose some of them on zooming and panning. i've also been able to reduce the number of points disappearing with encoded lines by playing with the zoomLevel and numLevels values, but i can't stop it completely, and it's inconsistent.
