Yes, I have stared at that language often.  I find it to be poorly
worded and ambiguous, more confusing than enlightening.  What the heck
is "administration" supposed to mean?  Ultimately that FAQ entry
refers the user back to the TOS itself.

I certainly do not think "administration" of the web site can be
stretched to allow direct API access to restricted customers in the
way you describe above.
