There is one thing on your list that I have not checked, and they are the browser plugins. I'll go through them tonight and see if removing any of them changes the behavior.
I have confirmed that the following items are not the issue: A. Browser settings. B. Networking settings. C. Operating system versions. As far as the last Item ... (some obscure stuff...) that might be difficult.
