Wouldn't that be a violation of the Terms? When the quota system is working as documented, it shouldn't have any effect. The quota system is supposed to count the number of *different* static map views that you see. If you view the same static map it presumably gets served from a Google cache, and therefore doesn't eat into the resources of the tile stitcher server. However, I note that the documentation now says "note that requests of identical images, in general, do not count towards this limit beyond the original request".
