I wouldn't create anything specifically for IE8 mode because that is
not in your control.

User can switch to IE7 mode or Microsoft can do it by their blacklist
system. The blacklists are based on domain name not url.

If you force IE8 to IE7 mode, you know how it behaves. So does Google
and so does even Microsoft themselves. There are serious reasons why
IE8 supports the IE7 emulation meta tag. Use it.

Now there is even a more powerful alternative:
