Yes it is a possibility. I do a similar thing but for camping
locations.

Essentially users can upload their favourite camping locations with a
photo and other details - this uses a fairly basic form, coupled with
a Google Map to get the details in the database. I store the lat/long
of the location.
Then I use php to output this information into a xml file and used
Mark Williams tutorial on xml to get that information into a Google
Map and also place in a sidebar.

You also need to build in ways for people to update/edit and possibly
delete the information. I also store the previous information so it
can be reverted to if someone changes it maliciously (which will
happen).

Because the information can be reverted I haven't had too much issues
with people maliciously stuffing up the information. If that does
start to occur I will get people to register before they can add/
update/edit but hasn't been needed yet (as an aside I have a phpBB3
forum on the site so I would use that to register people, that way I
can use phpBBs features to ban people/isps etc.).
