It seems a bit weird: When loading the map initially with zoom level
19 (no further code changed) then this is possible. In this case you
can also zoom out and in again up to zoome level 19  - although your
allert

alert((map.getCurrentMapType()).getMaximumResolution());

always returns 17.

When loading the map initially with your default zoom level 12 then
it's not possible to zoom higher than to zoom level 17.
