Running as superuser for normal use is dangerous, it contradicts the
existence of using users with different safety levels. Ubuntu (thus
gOS) does not even have a permanent super user, because of safety
concerns. To execute a command as super user simply prefix the command
with "sudo" (Super User DO).
like this:

sudo dpkg --configure -a

it restores the package managers state to good health, after a broken
install.
