So, after I replaced (again) the contents of .wbar with your copy/ pasted text, it came back once again after a restart. Then, I used wbarconf to edit the text of the icon for Blogger (the text said Google Reader). After hitting refresh, the bar accurately reflected my changes. This time, instead of Picasa, I tried to add a link to Google Reader. I added the application, selected the icon, and used "firefox http://www.google.com/reader/"; for the path, and again upon refreshing, the bar disappeared.
