Hmm...the flash-player plugin has always worked, and this issue has
completely zero to do with "design faults". Scroll wheels work fine in
gOS
If the mouse settings do not have any "scrollwheel settings", then why
is that a "design fault"?
Seems to be more an opinion on what you expect to see in the "mouse
settings menu" than a "design fault".

It almost seems the plugin has been removed from repositories, but
lets not jump to conclusions, this needs further investigating.

here are the results of some tests I did:
Browsing to YouTube and checking if video's still play (I have
installed the flash plugin shortly after I installed gOS 3)
Its working fine.
Re-installing "flashplugin-nonfree" (version 9.0.124.Ubuntu2)
seemingly went without a hitch, just searched for "flash plugin",
found the package in-between "flashblock" and "gnash", marked for
reinstall and applied (pressed "apply").
Browsing to YouTube and checking if video's still play Its still
working fine.

Re running Synaptic, and de-installing  "flashplugin-nonfree" (this is
a jump of faith, if the repositories do not contain  "flashplugin-
nonfree", I too will loose the ability to watch YouTube,).
The deletion went fine, I don't have the  "flashplugin-nonfree"
anymore.
Browsing to YouTube, when trying to watch a video I get the feared
message that I have disabled "javascript", or have an older version of
Adobe Flash player, and I get the stupid link to the adobe site, that
is only useful for Windows but puts all Linux users totally on the
wrong leg, DO NOT CLICK THAT LINK!
Instead I again run Synaptic, once again search for "flash plugin",
mark  "flashplugin-nonfree"  for installation and click on apply. It
finishes successfully, I close Synaptics again, and run Firefox
again,
but hold-on, I still get the missing flash plugin message, and
Firefox's Tools->Add-ons does not list the presence of a Flash-
plugin!!!
Worry...me worry? Nope! (I still have my trust Mac you see)
Lets reboot, no, no change, still no You-Tube.
Well, what now, lets try if a "complete removal", then a reboot, then
a re-install will help, I run the install, and click on  the "details"
widgets to open the error console, so I can see what is happening.
What I see there confirms my suspicion!
Synaptics does a FTP download from "ftpdownload.macromedia.com",
(which
resolves to the IP address 88.221.34.70), but the site returns a 404
Error (file not found), and the details console reports ;

"download failed"
"The Flash plugin is NOT installed."

This does not look good!
There is a small chance the repositories database has changed, so I do
a "reload", but is doesn't help, I still get a 404 error.

So there you have it, it seems that macromedia has removed the flash-
player plugin file from their FTP site!

No wonder the install does not work.

Ill investigate further to see if the problem is widespread, and maybe
I can find a fix, an alternative install source perhaps.
