I was responsible for that. The pad was public for everyone from the
start, then I got *heavily* vandalised (there is no way to avoid that on
an etherpad) and that was the only was I had to restrict to a group of
mozillians. In any case Reps with the password can pass it to other
mozillians.
What kind of vandalism? Random bot vandalism or concerned users
vandalism? From this story, it's still not clear to me why the bug is
reps-only rather than public.
