To add, the reason it was made a Reps only bug was because it is private but still allows a large group of people to access it. It made the password more wide-spread than simply having to ping Nukeador and waiting for him to give you the password. It wasn't to distinguish or highlight reps, it was just the best mechanism at this time to keep it private but give it to as many people as possible.
it would be great since etherpad uses persona to have an etherpad team that is viewable to registered mozillians and automatically uses the mozillians api for its user account database. I have no idea how simple this would be to do!
