Note that even if the Community Management team doesn't have an "official" twitter feed in a particular language, various local communities curate feeds that do also use the manifesto. Here in the Netherlands, for instance, we have @mozilla_nl. I imagine other communities take care of their social media presence as well, beyond just ES and PT. :-)
