You are incorrect again. People *can* choose to download any version they want. 
There is "other languages and editions" button right below the download button, 
where you could find all the 70+ versions of Firefox that are built routinely. 
Moreover, if a user chooses the locally built version, they can also configure 
which add ons they would have installed or not have installed. So, there are 
choices.
