I think you’re reaching an unintended conclusion. We could make the tag “planet” or something more specific, the point is to publish the content that authors _intentionally_ choose to publish to Planet. As a bit of clarification, my understanding is that the Planet policy is subject to the Mozilla Participation Guidelines, as with all project activities, so it’s really been “send everything that doesn’t cross those lines” for quite some time.
