Ok, and how would we figure out where people are on a map, or if they are near each other in this case? I would guess it would be possible to use the city data (what happens if the city is a contested region though?) or would we be able to create aliases so places on a map have multiple names?
I also asked, and it didn't get answered, who is in charge of making a decision on setting a policy?
