+1. The trend with Firefox and Toolkit over the last few years has been to favor a flat structure with many peers, over specialized modules with a few specific owners. There are still defacto domain-experts, but this helps reduce confusion over who to ask for reviews, especially when a change is not particularly domain-specific.
It would be valuable to recognize Emeritus Peers (Peers Emeritus?), especially given that they are effectively peers as the term has been used in the past or other areas of the project.
