Yes, CDM v3 has study-id (cf #273), so some v3 work is needed in the
milestone:adaptable-accrual timeframe.
Meanwhile, I'm setting priority to minor as there is no clear next step
and milestone:adaptable-accrual is in governance-wait (#276).
