Comment:
non-smoked tobacco didn't look right in **VIT_L3_TOBACCO_TYPE** when
MP/RW/NG/DC reviewed `C4UK_20160316_data_characterization.pdf` (attached
to KUMC:ticket:2138).
MP has some ideas on how to revise the mapping table.
