Reminds me of a book I read in the Vietnam War days, entitled "civilian resistance as a national defence".

The problem is that this sort of conspiracy between officials and dissenters can only go so far. The beans will get spilled sometime, say by the Auditor General, and then the shit will hit the fan and someone will be victimised, so that the rest will be encouraged to cease and desist.

Better to march en masse to the Bastille and tell the Governor to surrender.
