Corporate memory and taking advantage of opportunities they've created
seems to have vanished from their agenda. Ross Davey basically was told
that doing anything useful with Argus, given that the IP belonged to the
government after all, was "YP". If you're not a devotee of "Yes
Minister", that means 'your problem'.
