Horst, this doesn't account for the fact that "people just ain't no good" (Nick Cave). There is never a lack of signs that individuals put themselves above society. Householders dump their rubbish on the side of the road anywhere near suburban bushland, rather than use council tips. Suburban folk write letters to the newspapers arguing against climate change to absolve themselves of car use and water wastage. People lie and cheat and steal, and not just the crims. Some form of government is required to persuade them to act within the guidelines of civilisation.
