The PDF ma_im_it_guidelines.pdf doesn't state it as a requirement,
unless patient information and / or clinical data are transferred
electronically.
From my reading, the vast majority of computerised practices would
qualify already for Tier 2, but would struggle to prove qualifcation
for Tier 1, choosing to simply lie instead for the coin of Caesar.
