And I have always thought the way to achieve simple import\export of whole
databases is simple.
Have standard field names and standard field  types as part of Medical
Software Accreditation.

Am I being niave here (in db terms) or should the Aust Govt set these in
conjunction with a board of working doctors ?

We don't need a unified OSS program. We need the ability to try out
different programs. To do this we need to be able to export/import whole
databases. 

This would be No 1 requirement of Medical Software Accreditation. Only then
can competition begin.
