Middle - initiatives best initiated at middle tier
Out - gather broader middle tie support
Up - take it up the hierarchy for top level support, which is a
no-brainer now since the middle wants it
Down - whole organisation is now aligned.
The theory is that in a large organisation, middle tier support is
what will drive any initiative through the organisation - really
weight of numbers of people in control. Without strong middle tier
support, any lack of commitment or conflicted interests could prevent
progress. For instance, the person who argued about the potential
problems of doing what you want has a vested interest in seeing it
fail, because it would prove them right. So if people didn't see a
good idea before, they may not want to now.
