In fairness, how could the national bowel registry (or any other agency) 
implement such a thing?
The best they could do is devise a standard for naming their fields (so EHRs 
could theoretically auto-populate), and sit around waiting for a vendor to 
implement this. 
However the chances of vendors implementing such a thing are zero, again 
because it inadvertently creates a standard for clinical data, for which 
there are impeccable commerical reasons for avoiding at all costs.
