I think he just says what he says - all practices need professional IT 
support. Whether this support is provided in-house or by external providers 
should not make any difference.

I for my part will certainly not let any wannabes put their hands on my 
network, and when I am not available, I always try to organize professional 
support for that time (which is not always possible due to our relative 
isolation and limited availability of reliable professionals prepared to do 
remote administration - and people suggesting "PC anywhere" etc as remote 
administration method are already excluded from my definition of "competent 
professional").
