To clarify, for most list members, losing VR temporarily would mean drop in rebates, but you can still prescribe and and work until you get it back. If a post-96er GP loses VR, ever, they would have to cease work immediately.
I'm not sure a PM would work in this case: Horst made this application well in advance, it was DoHA laziness.
