Peter, I have no Xen experience but I have an XP Host running VMWare with: 2 x SME Server guests (256Mb and 512Mb) each hosting websites and one acting as gateway, firewall and 2 x win 2K guests - one for software tinkering and development and the other for MedObs. These have 480 and 900Mb RAM but could do with less. The host also runs Argus and a few scheduled tasks on the network. The host has 3Gb RAM. It all seems to run sweetly.
