2. I suggest it is self evident Australian e-Health is not self-organising - otherwise we would not be having this conversation.

3. I also agree with Tim about the risks of the grand plan..we need some organising principles and direction and then to get on with it - Strategy Lite maybe..but we need some clear sensible frameworks etc. The strategic vacuum approach has not been seen to work.

I think it's pretty simple, and it has been said before.....

I think it will take:
1. Standards setting by consensus. If relevant stakeholder needs aren't part of inclusive decision-making, then implementation will fail.

2. Legislated compliance with standards framework. If there is no teeth to standardisation, then there is no serious buy-in to the standards setting process and implementation will fail.

3. Smaller (rather than larger) projects conforming to standards framework which can deliver savings in excess of their cost within 12-18 months. Large projects spend lots of money then fail. Only by consistently producing financial returns will implementation succeed.

4. Creation of a marketplace for information and financial exchange. A lot of value in information is created by exchange of information. Information received is valuable. Information created is a cost with some value. Financial silos (corporate or government boundaries) prevent potential users/buyers of information from paying for it and therefore prevent collectors/sellers from bothering to collect it. Without a marketplace, there is no exchange and nothing happens.
