This is surely the role of the vendors of those packages, or of any
other third party support organisations that practices want to use and

By support I mean training in use of the software, encouraging uptake of
practice computing, etc. A few Divisions provide fee for service
technical support as well, but most simply try to help GPs make better
use of what they've got.
This is particularly in relation to things like the PIP chronic disease
initiatives, EPC activities, the security requirements for PIP IM&T,
accreditation, B4H, etc., using Medicare Online, though Easyclaims is
another story.
