With respect, I believe that this is not a role that Divisions should be
trying to fulfill.   It is the vendor's job to train in the use of its
software, or else general practices should pay a third party trainer.

Really we should be concerned about security requirements anyway from an
ethical and privacy point of view, irrespective of any PIP incentives.
