You wrote that you can't install MacGPG 2.0.17-9 on your system. Could you send more information about the machine you want to install MacGPG2 on? Also note that in the download box, there is some very important information: if you are using a PPC, please use the old link to 2.0.16. 2.0.17 won't run. Is that the solution?
